Lieutenant Frank Allen is a character that appears in the novel, Without Remorse. He was a policeman with the Baltimore City Police Department in 1970.

Biography[]

Frank Allen is a former artilleryman in the U.S. Marine Corps and a World War II veteran. After leaving the military, Allen joined the Baltimore Police Department. He rose from foot patrol on East Monument Street to the homicide division in the city's western district. In 1969, Allen met John Kelly who helped him find a gun that was tossed in the harbor. At Allen's request, Kelly then helped train the departments divers. In 1970, Allen was called by Kelly and told that a friend of his had information concerning a murder. Kelly explained that it was related to drug trafficking and explained that he wanted to meet privately to avoid his friend's involvement. Allen agreed and was told by Kelly that he would pick him up the next morning to discuss the matter over dinner.
