Chuck Monroe is a character that appears in the novel, Without Remorse.
Biography[]
Monroe is a former member of the U.S. Marine Corps. After separating from the military, he got married and later attended the police academy. He then joined the narcotics division of the Baltimore City Police Department. In 1970, after sixteen months on the job, Monroe was the first responder to discover a gravely injured John Kelly who had been struck with several shotgun blasts by Henry Tucker's men.
